He previously served as Executive Director of the World Bank Group representing seven countries including Pakistan, where he also chaired the Human Resources Committee. As Chairman of the National Highway Authority (2014–2017), he led the completion of multi-billion-dollar CPEC infrastructure projects. His tenure as Chairman of the Federal Public Service Commission (2021–2023) reinforced transparency in federal civil service recruitment. He also served as Federal Secretary for Communications, and Head of Trade & Economic Section at the Consulate General of Pakistan in Los Angeles. Prior to his civil career, he served in the Pakistan Army, retiring with the rank of Captain.

He is the Founding Executive Director of the Rawalpindi Institute of Cardiology (RIC) and has served as Personal Physician to the President and Prime Ministers of Pakistan. He is the Dean of Cardiology at the College of Physicians and Surgeons Pakistan, a Fellow of the Royal College of Physicians (Edinburgh & Glasgow), a Fellow of the American College of Cardiology, and Chair of the Prime Minister's Taskforce on Health. He chairs the Boards of Governors at Nawaz Sharif Institute of Cardiology, Sargodha and Sahiwal Institute of Cardiology, and drives social change through the Abdul Razzaq Welfare Trust providing free education and healthcare in Jhelum.

He has extensive experience working with United Nations agencies and international donors on human rights, women's rights, child protection, and legislative reform, having represented Pakistan before multiple UN treaty bodies. An accomplished academic, he has taught law, human rights, and international relations at leading universities in Pakistan. His scholarly work spans constitutional governance, rule of law, Islam, Sufism, and international relations.

His senior roles include Managing Director of Engineering Consultancy Services Punjab, Technical Adviser to SMEC Australia, President of the Association of Consulting Engineers Pakistan, and Executive Board Member of the National Highway Authority. He is currently Vice Chairman of the Pakistan Branch of the Chartered Institute of Arbitrators (London) and has served as Arbitrator, Umpire, and Chairman of Dispute Adjudication Boards in over 45 disputes. He holds a B.E. in Civil Engineering from UET Lahore and an M.Sc. in Transportation Engineering from the University of Leeds.

She serves as a Resident Scientist at LUMS, co-developing interdisciplinary courses bridging neuroscience, AI, and health. She previously founded Zanjabee Integrative Medicine & Primary Care in Boston, growing it to over 3,000 patients with technology-enabled care models for chronic diseases. She has co-investigated AI-driven predictive models for personalized migraine prevention with MIT researchers. She holds an MBBS from King Edward Medical College and an MBA from MIT Sloan School of Management.

He has held senior advisory roles with the Abu Dhabi Government's Department of Government Enablement, the Saudi Data and AI Authority, and Smart Dubai — where he led the Dubai Blockchain Initiative, co-architected the Dubai Paperless City Initiative, and conceived UAE PASS, the UAE's national digital identity platform. He remains actively engaged as an investor and advisor to startups across FinTech, LawTech, and PropTech.

He has also served as Additional Secretary (Expenditure) and Additional Secretary (Banking/Investment/Inter-governmental Finance) in the Ministry of Finance, and as Special Secretary Finance and Secretary to the Chief Minister Punjab. Recognized for his expertise in public finance, public administration, and political economy, he was awarded the Sitara-e-Imtiaz by the Government of Pakistan for his outstanding contribution to public service.

He has previously served as Secretary Ministry of Finance, Secretary Ministry of Planning, Development & Special Initiatives, Chief Economist of Planning & Development Department Punjab, and led the DFID-funded Sub National Governance Program. He has held board directorships at Pakistan Telecommunication Co. Ltd., Pakistan International Airlines, The Bank of Punjab, Oil & Gas Development Co. Ltd., and Pak Arab Refinery Ltd.
